That doesn't work because of extradition treaties. Assume that you're an anglo who's hosting his "illegal" website from somewhere else so that you don't interfere with UK law. Doesn't matter - they ignore the law and arrest you and break your balls and force you to give them everything. So you do the next step and simply leave the UK in advance so that they never arrest you. Doesn't matter either - they elevate it to a terrorism charge and the extradition treaty kicks in and the local police arrests you and deports you to the UK because refusing to do that would be a major diplomatic scandal.

We are now at the point where even following the law 100% and allowing them to dox the criminals is still not sufficient and they will still imagine charges and arrest you anyway until you dox *everyone* who uses your website or service. You don't win against this by jumping across different jurisdictions all the time. We're in the soft version of the Soviet Union and it is time to start admitting it.
