Capcom have been deliberately doing this for some time. Whether it's Nico from Devil May Cry 5, the Handler from Monster Hunter World and probably some others I'm forgetting. They're made flat chested and not attractive with this...androynous or ugly look. It's pretty obvious why and you only need to see the .webm to understand.
