Goofy is not a character. He has no character. He just there to fight and eat.
He lacks motivation to be Pirate King. To be the most free?

He does not grow as a character. Ace died? Does not change and still gets his crew in danger where they would be killed if not for plot armor

He does not even push a plot as an MC.
Besides "saving his friends", the plot moves WITHOUT mc, he does nothing. You can skip Goofy's whole panels and you will miss nothing because he does not matter to the plot at all.
People only react to him because of joyboy shit which he can't even confront people about calling him one, because he lacks character. Plot cannot go out of the way besides "luffy punches bad guy of the island while yelling either eat or save his friend". If Luffy suddenly started asking questions that is not related to his friend in danger or food, plot might actually change for once.
