Pegasus magic is mostly 2 things:
- inertia negation (pegasi can alter their mass-inertia)
- G constant alteration (pegasi can alter how strongly or weakly gravity accelerates them)

This is how pegasi can hover mid-air like a humming bird with like 2 flaps per second. They use magic to negate most of their mass OR negating most of gravity. Quick accelerations with little wing movement are totally inertia negation. But this magic is mostly intuitive and stems from consitutuon and confidence rather than wisdom, intelligence or emotion. Notice how Dash diving after Rarity was not using her wings. She increased her gravity magically and that's why her free fall was faster than Rarity's.

This is why pegasi can't fly without magic. They are way too havy. Inertia negation makes them very lightweight.
