Azerbaijan accuses the FSB, the Russian internal affairs ministry, and the Russian National Guard of torturing and killing Azerbaijani citizens.

The Azerbaijani Prosecutor General's Office reported that during a raid on June 27 in the Sverdlovsk region, they detained Azerbaijani citizens and persons of Azerbaijani nationality.

They "were practically helpless and unable to defend themselves from the blows" and were also "subjected to torture and serious bodily harm."

"As a result, at around 3 PM on the same day, Guseyn Safarov, a citizen of the Republic of Azerbaijan, born in 1966, aged 60, who was engaged in small business, was deliberately killed in the administrative building of the Internal Affairs Department in Yekaterinburg, and his brother, Ziyaddin Safarov, born in 1970, aged 55, father of two children, who worked as a taxi driver, was killed in the morning in his service vehicle," the press service reported.
