Yeah, there are plenty of proposals out there to properly district Nebraska. AFAIK none of them have the utterly PERFECT even populations of the Nebraska map as it exists, which does not permit population deviation above 15 (yes, literally 15 people), but they don't need to deviate by such ridiculous amounts. They can have some pretty strong deviations, and even a deviation of 1000 would be well within acceptable range. In fact, even if they kept their ridiculous 15-person standard, I'm pretty sure they could still handle it provided they went through a lot of draft maps instead of doing the first combo where they can get the state's districts really really even.
