Why do you believe this? This is a very broad, generalized statement. Many people have spoken out about consensual sexual relations they had with adults as children, including the boy in pic rel. who had a sexual relationship with the man pictured, a French author, in the 1960s. Research shows that the majority of pre-pubescent boys who have had sexual relations with adults consider the relationships to have been consensual.
Here is a thread on /his/ which details anthropological descriptions of the sexual activities of children in other societies; in many of these societies, children freely engage in sexual activities with adults:
