The leaf knows his regime is illegitimate. Just look at how he starts every public event with an acknowledgement that he doesn't really own the "unceded" land. This creates a neurosis, very similar to jewish neurosis, where the leaf is constantly engaging in behavior that he knows will eventually result in a raking.
