Not only have the victims not being compensated, if even possible,
not only have the perpetrators not faced justice,
the perpetrators even hold public offices still.
Forming a cartel enabled them and now formjng a cartel let's them sweep it under the rug. Unless the people who were actively involved or went along with it do not start coming forth with sincere and public apologies this strategy will sadly 'work' in terms of it will simply remain latent for an indefinite time.
