Pretty much everywhere in the middle east is that corrupt. The difference with iran is that they're not so corrupt that you can bribe the army to run away like Iraq 91 and 2003. Considering they're at war with Israel and everyone in the region is against them, it's astounding they're only fucked up to this degree.
