Her ability to perform miracles is something that was taught, not something that's inherent to her. That's a family secret passed down to her by an elder member of the Kochiya family. While I'm sure the Kochiya family being descendants of a god makes them more predisposed to using miracles, without the consent of the gods that they follow to basically loan their powers, they can't do anything.
She's a god because people believe she is one, just like the priestesses before her, NOT because she's descended from one. See: her character profile from MoF.
>Wind Priestesses were originally a devotees of the wind god, but as they used their secret abilities to create miracles such as summoning the wind and rain, the people around them began to believe in these humans with mysterious abilities.
>In short, over time, people began to mistake the miracles caused by the wind god as being caused by them.
She is a god because people mistakenly attribute the things she does not to her gods, but to her. If Kanako were to throw her out tomorrow, she would no longer be a god as she no longer has the ability to loan Kanako's powers.
Of course, this would never happen, and Kanako does treat Sanae as her own daughter, yet she still leaves her out of the faith sharing arrangement... Suwako and Kanako share their faith, and Sanae only gets personal faith through misunderstandings. She is a human with godly blood that can't really do anything extraordinary without her god allowing her to.
Anyways, back to our regularly scheduled human programming.
