I mean, even in the first chapter she was introduced in she came off as nervous and awkward, but her appearance would make you think she's supposed to be creepier than she actually is.
Maybe they could give her both a scary and a silly aspect by showing her being gloomy and inept in social situations and it resulting in people thinking she's creepy because of her demeanor.
For example, she tries getting someone's attention but since she's shy, instead of calling out to them she quietly approaches them from behind and ends up spooking them.
