It's mainly to do with the phrase "Yosh"(よし) which is more often used positively than negatively. Couple that with japs generally having a culture of not making your troubles other people's troubles, it probably just seems like the more inviting choice compared to "You don't have to smile"(笑わなくてもいいんだよ) which might come off as dismissive.
