International waters don't even mean shit. The coast guard stops boats in international waters all the time. They arrested this dude something like 30 miles outside the contiguous zone (the zone in which nations can enforce laws) for trying to run to the UK.
For that matter, the Titanic is in international waters but if you go down there and start grabbing stuff you'll be prosecuted by multiple countries.
