The inworld explanation is that you become diablerie-bait and that older vampires are more experienced and more likely to only embrace out of some strategic reason. So if you were embraced by an old vampire, your short demise is probably already planned after you've outlived your use. Highest generation you can play as older editions appear to be 8th generation.
