Well, if the sign said "no mobsters" instead of "no tattoos", they'd have to explain to the mobsters what exactly makes them look like mobsters. A blanket ban on tattoos is less likely to be taken as a personal insult.
If some foreigners are also barred entry, that's just a happy coincidence.
