You're talking about tens of millions of people. That's not an easy feat and the economy of half the country was directly dependent on this industry, the other half was dependent on the commodities and resources extracted by it. There was no simply sending them to Haiti.
Thomas Jefferson actually deals with this point in his, "Notes on Virginia." Even when the problem was substantially more manageable at the time, he estimated assuming zero hiccups the Liberia plan for example would take a minimum of 23 years to accomplish. I believe when he wrote this, he estimated the population of African slaves in the United States was somewhere between 12 & 20 million. You couldn't safely throw all these guys in Haiti, especially not by the mid-19th century.
