Bardock was 10k. Bardock became the strongest Saiyan right before dying. It's implied King Bejita wasn't far behind. Some guidebooks put them both at 10k.
It'd be 10000 + 10000 x 12-96 (vados statemen of it being fighters + fighters with a few dozen multiplier)
Using all these extreme lowballs you get a King Bejidock with a power level of at the lowest 240k. That's twice the level of Ginyu.
