The Iranians and Russians have to pay warehouse cost storing stuff in the mountains while with just in time supplies the warehouse cost is eliminated for a leaner and more efficient force but more importantly making profit graph go up.
Just don't ask for readily available spare parts for a machine with a million moving parts. What could possibly go wrong?
