It's a new development. Traditionally the government could declare a new era at whim, pick some poem from the Chinese literary canon and use that as the new era name.

Chinese abolished this system during Ming dynasty as it was causing more issues than it was worth, especially when it came to tracking past events. However, Japan delayed adopting the practice until Meiji Restoration.
Only since then did they start to restrict the creation of an era to the death/abdication of the emperor.
Practically speaking, it is as traditionally Japanese as watching TV, having a 7 day weeks with weekends, wearing panties.

Reiwa was also the very first time they broke with tradition (going since the very first book written in Japan preserved until today) and used a Japanese-made poem for the era name.

>Emperor Showa's reign
The emperors are posthumously named after the era they ruled over. The Emperor was Hirohito, but once he died, he became "昭和天皇/The Emperor who ruled during Showa Era". Just to make sure people don't mistake it for being the emperor's name.
A very important nitpick particularly for Meiji period since people in the West often conflate Meiji-whatever with things the emperor did. But contemporary people didn't yet associate his person with the word "Meiji".
