It's not scarce at all. You can both divide it as much as you want or you can print more. You know there's still Bitcoin devs who have the power to change the protocol right? They don't because the community doesn't want change and they like the deflationary aspect going on now but if there's a need they can always change it.
As a crypto currency it sucks but that suckage is good because it makes people hold it rather than use it leading to more upwards pressure as long as people haven't lost faith it'll continue to be worth something.
I think Bitcoin is pretty stupid but as the long running speculative pump and dump that's been embraced by many big investors it's hard to argue about the money that can be made. I have very little faith in the Bitcoin utopian bullshit though. You'll see a squeeze eventually and it'll be popped. No country would seriously defend such a wasteful shitty thing that only appeals to speculators, criminals, libertarians and cypherpunks
