Going into the Outskirts is more of a requirement for how to start learning about Shin/Mang, which might or might not be the same thing as a star blessing seeing how the Pinky is so big on humanity. Mount Liang is implied to exist within Q Corp, so that's where all the Pinky members congregate to discuss matters pertaining to their members
