Yeah, I haven't had a breakfast yet, and after reading my post I noticed how fucking wonky some of the stuff was, so I got ashamed and fixed worst of it.
...Anyway, the reason I mentioned Genshin specifically is that despite it being oldest of the big three Mihoyo games, the devs are really making the assets they have work. Looking at the recent mini event, there's lots of movement in conversations, changes of camera angles, and so forth.

Come on dude, there's plenty of NPCs that do share their skeletons. Like during the Suibian Temple mini storyline we had the old man and his son, and we've seen plenty of both of those in different parts of the game too.
There's absolutely no reason characters like that would not also have animations during unvoiced dialog too.
