He's talking about the post-Itagaki era. Itagaki knew what it was, but Koei-Tecmo tried to make it generic and boring, which is what they see Tekken and SF as being, with liberal theft of Mortal Kombat ideas as well, because those are the mainstream fighters and they wanted DOA to be a mainstream fighter instead of a niche fighter. So they stripped it of most of its soul as well as a lot of other stuff because that made it cheaper, which is priority #1 at KT.
