Black holes break parts down to the lowest building block space size, and pack them together so there is no more empty places/room for blocks to move into, and the blocks are stuck together, so blocks not moving is basically no time occurring.

And photons are just straight long line chains of base building blocks in a row, not forming any more advanced parts or movement, just front to back, nutt to butt, not building up or down or left or right, simply attaching blocks front to back.
