That's the Jimmy Olsen spin-off series which was extra wacky even by Silver Age (1950s-60s) standards. The "Superdickery" covers as they're called now were basically a form of clickbait where they'd show an utterly outlandish premise on the cover to get you to buy it and see what the context is. Or presenting Superman or Batman as doing something inexplicably villainous, which of course in context, if there even is some, is totally different.
