Honestly the best way to buff Caesar is to make harder content. There needs to be extremely unforgiving hard hitting bosses that also gets rid of their parry flashes. We're at a point where casuals don't need her since supports are flat out better (some of them even heal now) and hardcore players are too good at dodging/parry.
