It's meant to look like a lot of staffs traditionally seen in depictions of saints, prophets, etc. while also trying not to be overtly Christian, Islamic, etc. It's a pretty straightforward parallel - magic users are the clergy/saints/missionaries/prophets of the magic fantasy realm.
