More specifically when "certain individuals" in the music industry pushed for GANGSTA rap. Old school rap in the 80s when they first came out acts like Gang Star kept talking about empowering and educating themselves. The prison system needed more money so again "certain individuals" created gangsta rap to promote retardation to get more people enamored with criminal behavior for B.S. “street cred” so then they do stupid shit and get thrown in prison.

Perfect example is M.C. Hammer when he first came out in the early 90s when gangsta rap was starting to take hold went the clean route even talked about praying and spoke of positive messages. He blew up, Death Row known for their gangsta rap signed him up and changed his image. Just watch his video for Pray when he first came out then Pumps and a Bump when signed with Death Row, HUGE difference.
