I can actually give some insights on this since I work on planes.
So there's a few models of biplanes that we can draw direct correlation to in real life to get an estimate on how such a plane runs.
In this case, I'll use the Sopwich (pic related) which ironically was known to be one of the worst types of biplanes to handle due to fuel mixture control and the fact that due to planes being driven mechanically back then, the pilots had to fight with the torque constantly.

Anyway, these planes for the most part use what's called a Rotary Engine which is essentially an 8 cylinder engine constructed in a circle and design to spin around a crankshaft that timed the cycles of the cylinders. These types of engines were known to be very finnicky and required a near perfect weight balance on the engine in order for it to run smoothly because a nearly 2 ton steel engine spinning around a shaft at nearly 2000 RPMs will very quickly and easily tear itself apart in a very literal sense. These engines also had problems with their carburetors decaying due to frequent icing in higher altitude essentially cracking the plastic and steel around it.

Assuming that all it took for Tails to increase the performance of Sonic's Tornado was a few wrench twists, it was probably due to the fact that the carburetor was nearly destroyed and was barely keeping the engine running at cruise speed but Tails could have also done a weight rebalance by adding/removing screws and bolts and replacing the heavier/lighter version so that the weight balance wouldn't be as off and the engine would run more smoothly.

As much as I don't believe Sonic is stupid in anyway, I highly doubt he has the technical know-how to figure out what a carburetor even is and what it even looks like on an engine and I highly doubt Sonic would waste the time to actually properly weight his plane to see if it's weight balance was thrown off.
