Technically, no. Assuming proper use, condoms are highly effective at preventing HIV. And unlike PrEP, condoms protect against most other STDs as well.

However (and you should talk to a doctor to confirm this), PrEP might be even more effective than condoms for HIV specifically. If nothing else, condoms can sometimes break or slip off during sex.

If you want to be as safe as possible, you'd ideally use both.
