At this point for me, Makima being a pochita fangirl is cute, or at least it's a cute way of looking at her character.
It must suck for pochita (getting chased) and everyone else she impacts (imagine having to die or worse so she can pet a special orange dog), but it's also an oddly whimsical focus for her to have, given all the lead-up.
Viewed in isolation from the actual story of part 1, it's sort of cute.
Looking at her with all the actual events in part 1 though, she's dumb and tragic at best, and an evil bitch at worst.
