Buggy is very strong he just doubts himself. HE took one of his own buggy balls, that levelled a whole block, without taking any damage pre timeskip. Buggy will be outlive shanks either literally or in having a role in the story. Buggy is the an endgame enemy on par with Blackbeard and Imu but is such a joke hes a dark horse to most readers.
