It'll be "a majority of hats" and they specifically said it'll be hats that affect the "upper part of the scalp"
So wizard hats and such
I'm guessing stuff like the Street Cap won't be included, but maybe it could. Look at the pictures they've provided as examples for Viera and Hrothgar
Hats that look like pic related will probably be 100% compatible, with the rest of the more complexly shaped hats (that affect the hairs) being added at a later date
