This is honestly such a huge fundamental change that I don't know what to think, the best and most efficient way of killing someone (in Scrims at least) is via chain CCing them while tracking their purify+guard counter so you know when you can stun/bind/silence them and dogpile your burst damage for a kill.
With that not being a thing anymore (or at least being harder) I have to wonder if classes with very good instant movement skills like RPR, AST, DRG, RDM etc are going to get even harder to kill since more often than not, a highly mobile class will die not because they ran out of MP, but because they got stunned while Purify was on CD and nuked because of it.
I personally cannot tell you how many times I've died at near full MP because I ate a bad stun while Purify was at 20s out of 24s of its cooldown, in my case, I would gladly pay a recup to free myself from a stun and have the movement skills to get behind cover to do the pot I was going to be using anyways.

Just wild, I'm a fan of MP being used more as a resource but Purify on a 4s CD is so crazy to me.

I wonder if that's really true. Are there any worldly femlalas around that could tell us the difference between an American and European baconator? I've lived all over the US and McDonalds tastes the same everywhere, for example. I'd be floored if it tasted differently in another country.
