I live in one of these smaller "big" towns right now so I'm 4 minutes away from my job by car, so I can survive on a single tank for a month, and I even used to walk which took around 30 minutes.
However, even when I lived in Gothenburg I could still take the tram which cost 300 euros or so for 3 months of being able to use the tram and local buses.

Yeah heating has never really been an issue.
