Yes but the beach doesn't have or need to have these signs. The point is they make no point provide a safe or even are able to act on behalf of the victims for most of the gropings that happen at these events and rather than beef up surveillance, staffing, or increase floor space they put up signs to absolve themselves of it happening. If they really cared they probably wouldn't need signs to pretend they care.
