Does anybody know which card was the first to have an "If X, you can" effect? I want to see if there was any PSCT difference between an old "when" and "if" effect (like how some cards wouldn't tell you if they actually targeted or not), but so far I've only seen cards like Breaker, the Monarchs, etc., that went from saying "when" to "if" since they couldn't miss timing anyway. I want to know if missing timing back in the day was an actual issue due to confusing card text or if it was a case of people not knowing the rules.
