Belle and Wise being the chosen ones with their connection to Carole Arna, the ocular implants, and their abnormally weak Ether aptitude were all present in the early chapters of the game.
It's clear the devs decided on this early on, but are fast-tracking their progression in order to keep the game and story moving so that the general audience like it.
