Well the current one is just the Mournhold tile set, they wanna reserve it for Mournhold only. It woildn't really make sense for backwater farmhouses to be built in the opulent style of the wealthy capital.

The new one is based on the desing of the old ruins in the sewers in tribunal I think. They also had those spiraly buildings. Also here's some altmer building concept art.
