The city folk are the one's that are losing their culture slowly but the more successful people there still go to restaurants, bars, theatre etc. The savages aren't welcome and can't afford to be part of real British culture so they think they've destroyed it. It's just parallel existence, British culture is as strong as ever but just humble and polite instead of being forced on people. At one point in time we thought we could educate, now we just ignore.
