I would be mad if they all had the same currency. Making the mini ones pretty much just extra daily missions is a lot less stressful then making sure to grind and calculate where your purple coins go and how much time you have left to spend them. At the end of the day, if I like one costume on the mini pass, buying and grinding it out for like a week at worst is still cheaper than if they just released all the costumes on the shop which would make them more money since they would be full price.
