I think that was from the US one they thought about making in the 50's, and it was way larger. Im not sure if the Russia one can though.
We dont know if its Submarine Launched or Ground launched or whatever. Though the test video of it showed that it was launched from land, and from the assembly factory, it looks like they put it in these launch tubes that could be mounted on a truck.
Also since its nuclear powered, I wonder if they could make one where flys around avoiding enemy AD it could then send that info back for further strikes, basically reconing. Though I think Russia plans to do that with Drones with the SU-57 instead.
