Yes, but way less guilds doing it, which means the game is actively working against social structures and has the majority of content done by boosters.

The smaller part are RMTers and parasites who make a living from this game. But the majority of people who partake in boosts do it TO BE ABLE TO PLAY M+.
No one wants to deal with raiding so they can play the game so people just buy boosts to actually play the game. Whether you like it or not the vast majority of people want to play M+. Mythic raiding is an abomination in its current state and regardless of a few easier tiers, the modern mythic guilds are pushing people away more than the shit content itself.
