Am pretty sure that when there's such a Grand Plan they've thought of the part (the follow-up after the bang and confusion) as well. They'll create stability (their "new normal") and the majority of people will simply take it. As they accepted all the currency reforms, regime changes, etc before. Some bitching and moaning isn't resistance. They'll also be robbed of several ways to inform themselves or organize any effective protests or avoidance strategies.
