I recommend either buying a quartz account (meaning someone that made an account since release and was just logging in and hoarding all this time) or an account that specifically has someone you want.
Nero actually is a non-issue because she is a 4* and we get SR Tickets here and there, Mordred is a 5* however and therefore she is harder to roll and SSR tickets are rarer as well.
