The game simply wouldn't work without someone to play an antagonistic figure. Where the first game had most of the cast distrustful of each other, SDR2 has everyone get along easily from the get-go, and Monokuma's too remote and impersonal to play the villain all by himself, so Komaeda ensures there's some tension in the group.
