Honestly, hull class means next to nothing nowadays anyway outside of which buffs you receive from other bote passives and the only min-max content being whether you can oneshot Meta bosses or not.
CA speed and tankiness are arguably moot points by now, ever since we got a bunch of prominent UR DDs tankier than CBs and Manjuu irreversibly fucked up vanguard survivability with Eldridge's OP Rainbow+. Personal tankiness is irrelevant outside of Meta bosses anyway and with how main-fleet focused the damage there is, survivability usually hinges on the prominent tanks and/or Eldridge.
Damage can be all over the place as well, proven by the examples you mentioned. All it takes is a lucky dart throw on Manjuu's board of barrages, efficiencies, weapon mounts and unique equipment loopholes, which don't always need to make sense even for PRs.
Support might be the strongest argument, with how "selfish" even the select good CAs tend to be and how the Tulipa faction is still close to non-existant, meaning possibly granted/received buffs need to be generalized and not faction-locked. If Zeven and WoWs are any indicator, we might get some Cheshire/Brest chimera with overall good damage, AA and possibly healing.
