Because enchanted weapons are at their weakest when someone uses them for the first time and it's their nature to grow stronger with the user over time over extended usage. So enchanted long-range weapons that use disposable ammunition are inferior products since the bullets/bolts/arrows are always used "for the first and most often last time" and thus can't be grown into reliably. Also magical connections usually depend on distance so a fired magical bullet/bolt/arrow would gradually lose its magical potency the greater the distance of the target, making the enchantment extreme limited in utility.
Yet the guns themselves, even without enchantments, are still valuable in human vs human confrontations between fodders, so the big magitech empire mass produces them anyway.
