not defending it, but the bottom part of it is literally just skintight shorts. so if you wanted to kitbash, the possibility is there.
if you open glamourer and look for maritime, you can pose your character in it
sadly there's a huge logo on the side for some reason, and it's pretty flat in the back even on Talls. but modders will probably remove the logo and make it work for their different body mods within a day. I could see the bottoms becoming sort of a staple for lots of people.
the top functions as more of a jacket than a vest really. and the second dye channel dyes the shirt underneath.

i don't really think it's *bad* given the range and the amount of things it accomplishes, but i don't think it's a very good summer outfit and it doesn't suit my own tastes personally. eh.
